The Nigeria Customs Service (NCS) will replace multiple import levies with a single 4% Free On Board (FOB) charge to streamline payments and boost transparency, Comptroller-General Adewale Adeniyi announced at a Lagos stakeholders’ meeting on July 21, 2025. The new structure eliminates the 1% Comprehensive Import Supervision Scheme (CISS) and 7% cost of collection, requiring only the upfront 4% payment. Adeniyi stated that all revenue will go to the Federation Account, calling it a “win-win” reform under the new B’Odogwu digital clearance platform. Stakeholders welcomed the simplified system but raised concerns about transition delays.
