The Foundation: Consolidated Paramilitary Salary Structure (CONPASS)
The salary of every officer in the NIS is governed by the Consolidated Paramilitary Salary Structure (CONPASS). This is the official and uniform pay grade system for all paramilitary agencies in Nigeria, including the Nigeria Security and Civil Defence Corps (NSCDC) and the Nigeria Prisons Service.
Your rank in the service directly corresponds to a specific grade level on the CONPASS scale.
Understanding Grade Levels for Entry-Level Recruits
Recent recruitment drives have clearly defined the CONPASS grade levels for entry-level officers based on their qualifications. This is a crucial point for applicants:
Immigration Assistant II (General Duty): This entry-level rank for candidates with an O’level, NCE, or ND qualification is placed on CONPASS 04.
Assistant Superintendent of Immigration II (ASI II): This is the entry-level rank for university graduates (BSc/HND holders) and is placed on CONPASS 08.
Nursing Cadre: Applicants with a Nursing (RN/RM) qualification are typically placed on CONPASS 06.

In early 2024, the Federal Government approved a significant 25% to 35% salary increase for paramilitary personnel. This means previous salary figures are now considerably higher.
CONPASS 04 (Immigration Assistant): A new officer on this grade can expect an estimated annual salary in the range of ₦450,000 to ₦600,000.
CONPASS 08 (Assistant Superintendent): An officer on this grade can expect an estimated annual salary in the range of ₦900,000 to over ₦1.2 million.

Comprehensive List of Allowances
Beyond the basic salary, an NIS officer’s total compensation package includes several allowances, many of which have been consolidated. Verified documents on the CONPASS structure confirm that allowances like transport, meal subsidy, hazard, house maintenance, uniform maintenance, and furniture allowance are now part of the consolidated salary.
